It would be inside a mega bunch or diamond Block,where the deprived areas in any field would be getting resources and developmental projects from those areas which are good in those technologies or fields.

Example car manufacturing plants or atomic energy plants would be established in areas where there are no such plants,by the cooperation of those countries who have such plants.

Sharing of departments would also be following such gradient.
